Why is that most of the character's actions are silent? Example- Character drops a can on the ground- nothing.
Nonetheless, the animation is not bad.
This animation was created for the Newgrounds Sound Jam, in which animators were challenged to create an animated short using at least 20 of 30 provided sound effects. Additional sound effects were prohibited, making it a tricky prompt, for sure.

Even though everything that you draw is really inconsistent it's not bad. It actually might be your own style (or at least some of it will stay when you polish your skills)
Second half obviously better than the first since in the first character doesn't do much... actually I'm not sure what is he doing.
Good synchronisation of music and action- shows that you don't need to be amazing at drawing to be able to create something interesting in terms of animation.
There is a potential. Some may wonder what will you be able to make in the future if you keep doing animations.

Barely more than 50% of the thing is an "animation" in which last like 10 seconds is still frame image...
Also... I get that the main site where you wanted to upload it was youtube but really... spend some time to make it not so obvious...

I would recommend that you make sure to stick to one size of the drawing because right now borders of it jump all over the place which distracts us from actual frames.
Also consistency. Guy appears to be taller when you look at him from behind, hat grows bigger even the background changes a bit.
If your goal is to make animations later on you should learn consistency and to make the movement smoother. Unless you're going to go for a disturbing vibe- everyone have difference preferences.

Hmm... so all of these sprites aren't made by you, you just use them to make this animation? (I just want to establish if I should look at the sprites itself too)
I know most of it was on purpose but you could move your camera further away from the character... it's too close and if camera follows the character who moves quite fast it might be harder to appreciate the animation because it feels like your eyes have to even grasp where the character is on the screen.

It's actually REALLY weird... you know the "character customization" thing in certain video games? that's pretty much what it is. So each pixel wasn't individually crafted BUT each part (hair, face, eyes, mouth, ect) was custom made by me, and the creation engine works so that you don't have to give credit to the program.
Short answer being, no, I am afraid not. No ands-buts-or execptions. It was made off the character creation engine "BannedStory"

The voices are on such unpleasant level of understanding... they stand between "I barely understand what they're saying" and "I almost understand" so yeah... it would be good to improve this aspect a bit.
